Mr. Billson is an evil businessman who only appears in Big City Snorks. He wants the sea park at the sea port only for the sole purpose of tearing it down for lots of money. He chases Rahji after it, knowing it's in his uncle's will, and Rahji jumps off the ship. Together with the snorks, Rahji eventually gets out of his locked hotel room and stops Mr. Billson from tearing down the park.
